A man video recording an oil refinery from a public street in Salt Lake City was detained by an off-duty cop working security for the refinery, who claimed she stopped him and collected his personal information because it was a “Homeland Security issue.”

COUNTRY CLUB HILLS • A former Country Club Hills police officer convicted of telling a woman motorist she could either have sex with him or be arrested for drunken driving was sentenced on Friday in St. Louis County Circuit Court to one year in the county jail.

Jasper Boyd was on his way to pick up his seven-year-old son from school when New York Police Department Officer Wilson Gonzalez stopped him for walking quickly in and out of a building. When questioned by Gonzalez, Boyd said he had just gone inside to get his umbrella because it was raining.
That was enough to prompt Gonzalez to ask Boyd for his identification, saying he wanted to see if there were any outstanding warrants for his arrest. When Boyd objected, Gonzales began to frisk him, and issued a summons for disorderly conduct, the catch-all that is often used to criminalize uncooperative behavior.

Boyd later filed a complaint at the precinct, overcoming claims that they didn’t have any forms. Boyd is a former corrections officer, which means he has significantly more knowledge of his rights and remedies than the average subject of a stop.

He knew that Boyd could only have frisked him upon reasonable suspicion that he was armed and dangerous, and there was no evidence to support that. He also knew what a frivolous disorderly conduct summons looks like. Under new stop-and-frisk reforms that enable the city’s Civilian Complaint Review Board to prosecute stop-and-frisk claims, Gonzalez pleaded guilty both to a wrongful stop-and-frisk, and to writing the summons without sufficient legal authority, according to the New York Daily News. The punishment is 15 days without pay.

Critics took to the police department’s Facebook page to ask exactly why a city of 150,000 on the northern California coast really needs a vehicle designed for battlefield use. It’s more likely to be used against its own citizens, they said..

“That vehicle is made for war. Do not use my safety to justify that vehicle,” one wrote. “The Salinas Police Department is just a bunch of cowards that want to use that vehicle as intimidation and to terrorize the citizens of this city.”

‘To stop gang members?” another wrote. “Hmmm gang members don’t riot in mass numbers. It’s right in front of our faces and we don’t see it. Why would the ARMY!!! give something like that for FREE!!! Let’s think for once people.”

Police Chief Kelly McMillin said he doesn’t understand the problem.

“I knew this was going to come up,” he said in an interview with the Salinas Californian. “It’s the militarization-of-the-police issue. People are like, ‘Why do you need this?’”

He said it’s not what the department has, it’s what it does that’s the point.

“An allegation that we are militarizing has to be that we were patrolling the streets in platoons in greater numbers, that we were setting up checkpoints and searching people in and out of neighborhoods,” he told the interviewer.

The Salinas PD isn’t doing any of that, he said.

LITTLE ROCK — An Arkadelphia man who was wrongfully convicted on a drug charge and spent 11 years in prison was awarded $460,000 by the Arkansas Claims Commission on Tuesday.

“We’re quite pleased,” said Mark Hampton, attorney for Gyronne Buckley, who in 1999 was convicted in Clark County Circuit Court of two counts of delivery of a controlled substance and sentenced to life in prison. His convictions were vacated in 2010.

The Claims Commission concluded there was “irrefutable evidence” that Keith Ray, an agent with the Southeast Arkansas Drug Task Force, fabricated evidence and committed perjury in Buckley’s case.
