Harrisburg police would have been justified in shooting at a gunman who fired at least six times early Wednesday at an officer chasing his car, said Police Chief Tom Carter.

But officers did not fire back, he said.

"They took into consideration the totality of the circumstances and the other persons they would be putting in danger if they returned gunfire," Carter said Wednesday at a news conference. "They did what they had to do. The outcome is good."

EARLIER: Gunshots were fired multiple times
No one was hurt in the police chase early Wednesday that stemmed from a violent armed street robbery in midtown. But at least two bullets struck a police car in the engine and driver's side door.

The patrol car will require some "serious engine work," Carter said. "The officer naturally is a little shaken up, but they're doing fine."

Police on Wednesday afternoon continued their extensive manhunt for Shawn McCoy, 20, who is suspected of firing repeatedly at police from the passenger seat of the getaway car. Crime scene technicians are also scouring parts of uptown, looking to retrieve shell casings and other evidence.

Two alleged accomplices were arrested early Wednesday after the car chase ended near Italian Lake. They were identified as Sharyne Cook, 24, who allegedly drove the getaway car, and Yusef Chandler-Blake, 25.

NY Cops Used 'Stingray' Spy Tool 46 Times Without Warrant | WIRED

The police department in Erie County, New York fought hard to prevent the New York Civil Liberties Union from obtaining records about its use of a controversial surveillance tool known as a stingray.

The reason why may be because of what the records show: that cops in that county, which includes the city of Buffalo, used the devices 47 times since 2010 but only once sought and obtained a court order to do so. That revelation contradicts what the county sheriff said last year when he asserted that the department only used the devices under “judicial review.”

In the single case in which police sought permission from a court, they asked for a court order rather than a warrant, which carries a higher burden of proof. And in their request, they mischaracterized the true nature of the tool.

The records, which the NYCLU published in a blog post today, also show that the county sheriff’s office signed a stringent gag order with the FBI to maintain secrecy about their stingray records. The department was told to withhold information about the devices in any documents filed with courts, such as affidavits and other documents describing how they obtained evidence in criminal cases. The department was even told that the FBI maintained the right to intervene in county prosecutions to request criminal cases be dismissed if there was a chance that a case might result in the disclosure of information about law enforcement’s use of stingrays.

A former Maryland police sergeant has been charged with stealing Civil War documents from his father-in-law, a descendant of a personal staff member of Gen. Ulysses S. Grant.

Charging documents filed in federal court say Richard Malcolm took about a fourth of his father-in-law's Civil War documents, appraised at $500,000 in 2012. The court records, obtained Thursday by The Associated Press, say Malcolm tried to sell the stolen documents to a collector in White Plains, New York, for $125,000.

Charging documents say the suspicious collector contacted an archives company, who later called Malcolm's father-in-law.

Malcolm is charged with interstate transportation of stolen property and attempted wire fraud. His attorney didn't return a call for comment on the charges.

Malcolm, a 20-year veteran of the Howard County Police Department, resigned Tuesday.

San Bernardino sheriff?s officials under investigation after getting caught on video brutalizing theft suspect

eriff’s officials in San Bernardino County are under investigation after they were caught by a news helicopter swarming and mauling an unarmed man after he was on the ground, KNBC-TV reported on Thursday.

The attack on 30-year-old Francis Jared Pusok came after Pusok was hit by a Taser and fell face-first. KNBC estimated that in a two-minute span, Pusok was punched 37 times, kicked 17 times and hit four times with a baton.

“I’m disturbed by what I see in the video,” Sheriff John McMahon said. “But I don’t need to jump to conclusions at this point, until we do a complete and thorough investigation. If our deputy sheriffs did something wrong, they’ll be put off work and they’ll be dealt with appropriately, all in accordance with the law as well as our department policy.”

The footage shows the horse throwing Pusok off as two deputies catch up to him. The helicopter operator notes one deputy’s use of a Taser, putting Pusok back on the ground. The department said the device was “ineffective due to his loose clothing.”

However, as Pusok lies on the ground, the other deputy quickly begins kicking him in the head. The deputy with the Taser is then seen kicking Pusok in what appears to be the groin area. The suspect does not appear to be moving as the officers continue pummeling him. Five more deputies quickly arrive, with most of them joining in the attack, while another attends to the horse.

KNBC reported that Pusok lay on the ground for approximately 45 minutes, without receiving medical attention. He was later hospitalized. The nature of his injuries has not been revealed. Two of the deputies were treated for dehydration, while a third was allegedly kicked by the horse.

As first reported by Eyewitness News, a raid on a deli by an NYPD narcotics squad has resulted in one detective being suspended without pay and his supervisor put on desk duty.

The store manager says that while police were arresting his workers for selling illegal cigarettes, one of them was robbing the store.

And all of it, he says, was caught on camera.

Five NYPD detectives raided the corner deli in Brooklyn's Bedford-Stuyvesant neighborhood, arresting two employees accused of selling un-taxed cigarettes and taking money from the cash register and packs of cigarettes as evidence.

The next day, the 73rd Precinct provided manager Ali Abdullah with a receipt documenting that $593 had been seized during the raid. But then he noticed nearly $3,000 in store rent money missing from a box he kept hidden under the counter.

"I was thinking it was robbery, because I never seen the video," he said. "I'm missing $2,650. Two thousand six hundred and fifty, my rent money for the store, was in the box."

Abdullah, who wasn't in the store at the time of the raid, says he assumed employees were responsible.

"I thought the workers, it was the workers," he said. "They're stealing it."

I think it was because of the video, but they said it was the people I was around. I don’t think it was that though, cause most of the kids I hang around are college kids. I think they just wanted to take me down to the district to show who I was.


Did they arrest you?

They didn’t arrest me for nothing. They were talking about how they thought they saw something. I was just down there [at the police station] for an hour and a half, then they let me go.

They didn’t explain to you why they took you down?

No, they didn’t explain it to me. They just took me in there, handcuffed me to a bench for an hour and a half. They were doing a search on the car. They searched the car for like an hour. They didn’t find nothing, and they let me go. The whole time they were telling me how they weren’t gonna lock me up, that they were targeting my friend.

Retired Chief Deputy US Marshal Matthew Fogg, who served as a law enforcement officer for 32 years, spoke with RT’s Ben Swann about the recent spate of officer-involved shootings in which police killed unarmed suspects and claimed they feared for their safety or for the safety of others. He said the officers’ training is to blame.

“The training says that, whenever you use deadly force, you have to be able to justify it. So to justify it, you have to say either I feared for the safety of myself or the safety of the public, and that this person was an extreme danger to either party,” Fogg said.

The Los Angeles County Board of Supervisors on Tuesday agreed to pay $5.3 million to the family of an unarmed man who was shot to death in 2012 by sheriff's deputies in Compton.

The settlement of a lawsuit in the death of Jose de la Trinidad, a father of two, came on a day when an estimated 300 demonstrators rallied outside the county Hall of Administration. They carried tombstone-shaped signs, each bearing the name of one of the 617 people they said have died in officer-involved shootings in the county since 2000.

She sued in April 2013, alleging wrongful death and excessive force by the two deputies who shot her husband.

A district attorney's investigation found in 2014 that the deputies “acted in lawful self-defense and defense of another when they used deadly force.”

On Tuesday, Arnoldo Casillas, attorney for Rosie de la Trinidad, said he was outraged by the decision not to prosecute the two deputies. “It’s absolutely shameful ... a black eye for the D.A.’s office,” Casillas said. He called the supervisors’ settlement “a hollow victory.”
