DeLand, Florida — DeLand Police Officer James Harris was fired from his job after he accidentally ran over Marlon Robert Brown as he was fleeing from officers. FHP spokesperson Sgt. Kim Montes says 38-year old Marlon Robert Brown "failed to stop" for a Volusia County deputy who attempted to pull him over for a seat belt violation on Green Avenue at Parsons Avenue at 12:36 Monday morning. The Volusia County deputy then backed off and radioed dispatch to alert officers in DeLand that the driver was in their area.

Memphis Police Department clarified that two officers have been relieved of duty with pay following a social media post Mayor Jim Strickland described as "offensive and completely wrong."

Interim MPD Director Mike Rallings and Memphis Mayor Jim Strickland announced that the city and MPD will thoroughly investigate the offensive social media post.

"At this point, two MPD officers have been relieved of duty. The image is disgusting and will not be tolerated. We will conduct a thorough investigation and the individuals responsible will be held responsible," Rallings said during his press conference.

The image being cited as the image that got the two officers in trouble is a Snapchat picture of a gun being pointed at an emoji of a black man.

"I just spoke to a group of young people at Lemoyne-Owen College for decisions. We are certainly responsible for the decisions we make, and we are held to a higher standard," Rallings said.

An hour after the press conference, MPD clarified that the two officers had been relieved of duty with pay pending an investigation.

"This image is disgusting and will not be tolerated," Rallings said.

"You're in position of authority," Memphian Sharonda Richards said. "You don't have any business posting anything like that."

Everyone WMC Action News 5 showed the picture to said it was inappropriate.

"It makes me very unhappy to do such a cruel thing and think that it's funny. That's sick," Memphian Peggie Sampietro said.

Memphis Police Department has not released the names of the officers who posted the offensive picture.

At Friday's press conference, Rallings and Strickland also spoke about the continued violence happening around the country.

"We cannot let what happened in other cities skew our thinking. We must stay focused," Rallings said. "What's happened over the last few days across the country are unacceptable. This cannot be out new norm."

"I call on us as Memphians to reject this violence. Let us come together in Memphis and beyond to have a peaceful and thoughtful dialog on the issues that confront us," Strickland said.

“I know this is a new issue, but I want these people charged with crimes,”said Detroit Police Chief James Craig. “I’ve directed my officers to prepare warrants for these four individuals, and we’ll see which venue is the best to pursue charges,” he said.

Last weekend in Connecticut, police arrested Kurt Vanzuuk after a tip for posts on Facebook that identified Johnson as a hero and called for police to be killed. He was charged with inciting injury to persons or property.

An Illinois woman, Jenesis Reynolds, was arrested for writing in a Facebook post that she would shoot an officer who would pull her over. “I have no problem shooting a cop for simple traffic stop cuz they’d have no problem doing it to me,” she wrote, according to the police investigation. She wascharged with disorderly conduct.

In New Jersey, Rolando Medina was arrested and charged with cyber harassment. He allegedly posted on an unidentified form of social media that he would destroy local police headquarters. In Louisiana, Kemonte Gilmore was arrested for an online video where he allegedly threatened a police officer. He was charged with public intimidation.

“Certainly, posting that kind of thing on social media is a bad thought,” professor Larry Dubin of the University of Detroit Mercy School of Law told the Detroit News. “But having a bad thought isn’t necessarily a crime.”

The policing of online threats is hardly a new issue. The Supreme Court set a precedent last year when it ruled that prosecutors pursuing a charge of communicating threats need to prove both that reasonable people would view the statement as a threat and that the intent was to threaten. Elonis v. United States dealt with a man who had posted violent rap lyrics about his estranged wife; the court reversed his conviction.

RALEIGH – North Carolina Governor Pat McCrory today signed into law HB 972, which allows law enforcement agencies to keep officer worn body camera footage from the public unless ordered to release the footage by a court.

“Body cameras should be a tool to make law enforcement more transparent and accountable to the communities they serve, but this shameful law will make it nearly impossible to achieve those goals,” said Susanna Birdsong, Policy Counsel for the ACLU of North Carolina. “People who are filmed by police body cameras should not have to spend time and money to go to court in order to see that footage. These barriers are significant and we expect them to drastically reduce any potential this technology had to make law enforcement more accountable to community members.”

Under the new law, body camera and dash camera footage are not public record. Law enforcement agencies have the discretion to release footage to people who are recorded, but if the agency denies a request to disclose the footage, the recorded individual must bring a claim in court to attempt to obtain the footage. There is no mechanism for law enforcement to release videos of public interest to the general public other than through a court order.

Retired cop pulls gun on man who he believes stole his golf clubs. Threatens to kill the man and says to a bystander "Next time I'm gonna shoot him in the back of the ******* head."

19-year-old Pedro Erik Villanueva was one of the drivers who were performing dangerous burnouts. When uniformed officers began to close in, Villanueva fled the area in a red Chevrolet Silverado pickup truck at high speed. The officers were chasing Villanueva in an unmarked car and cornered him in a residential cul-de-sac.

Villanueva made a U-turn and drove toward the officers, who feared for their safety and opened fire. The 19-year-old died at the scene. The male passenger Villanueva was driving with was shot in the arm and survived.

A security guard is now in jail and facing multiple charges after this confrontation Saturday night in a Ybor City Parking Garage late Saturday night. Limited details are available at this time. It is reported that the security guard may have been blocking the subject for possibly urinating in the parking garage. It appears the guard knock away the camera shortly before he fired multiple gunshots at the victim.

A quarter of the Clinton police force is on administrative leave after an armed man was shot early Sunday in a Burger King parking lot, officials said.

Clinton Police also identified the seven officers and an N.C. Trooper who would be placed on administrative leave, along with their time on the force. There are 28 officers on the Clinton Police force.

A recording of an NYPD officer appearing to pressure a transit officer to specifically target black men has just been released by Gawker.

The recording was provided to the New York Daily News for a story released in January, but the actual audio was not released to the public until now. Although the full recording is 36 minutes long, only a two-minute excerpt has been released.
