The patrol car will require some "serious engine work," Carter said. "The officer naturally is a little shaken up, but they're doing fine."

Police on Wednesday afternoon continued their extensive manhunt for Shawn McCoy, 20, who is suspected of firing repeatedly at police from the passenger seat of the getaway car. Crime scene technicians are also scouring parts of uptown, looking to retrieve shell casings and other evidence.

Two alleged accomplices were arrested early Wednesday after the car chase ended near Italian Lake. They were identified as Sharyne Cook, 24, who allegedly drove the getaway car, and Yusef Chandler-Blake, 25.

The police department in Erie County, New York fought hard to prevent the New York Civil Liberties Union from obtaining records about its use of a controversial surveillance tool known as a stingray.

The reason why may be because of what the records show: that cops in that county, which includes the city of Buffalo, used the devices 47 times since 2010 but only once sought and obtained a court order to do so. That revelation contradicts what the county sheriff said last year when he asserted that the department only used the devices under “judicial review.”

In the single case in which police sought permission from a court, they asked for a court order rather than a warrant, which carries a higher burden of proof. And in their request, they mischaracterized the true nature of the tool.

The records, which the NYCLU published in a blog post today, also show that the county sheriff’s office signed a stringent gag order with the FBI to maintain secrecy about their stingray records. The department was told to withhold information about the devices in any documents filed with courts, such as affidavits and other documents describing how they obtained evidence in criminal cases. The department was even told that the FBI maintained the right to intervene in county prosecutions to request criminal cases be dismissed if there was a chance that a case might result in the disclosure of information about law enforcement’s use of stingrays.

The court records, obtained Thursday by The Associated Press, say Malcolm tried to sell the stolen documents to a collector in White Plains, New York, for $125,000.

Charging documents say the suspicious collector contacted an archives company, who later called Malcolm's father-in-law.

Malcolm is charged with interstate transportation of stolen property and attempted wire fraud. His attorney didn't return a call for comment on the charges.

Malcolm, a 20-year veteran of the Howard County Police Department, resigned Tuesday.

If our deputy sheriffs did something wrong, they’ll be put off work and they’ll be dealt with appropriately, all in accordance with the law as well as our department policy.”

The footage shows the horse throwing Pusok off as two deputies catch up to him. The helicopter operator notes one deputy’s use of a Taser, putting Pusok back on the ground. The department said the device was “ineffective due to his loose clothing.”

However, as Pusok lies on the ground, the other deputy quickly begins kicking him in the head. The deputy with the Taser is then seen kicking Pusok in what appears to be the groin area. The suspect does not appear to be moving as the officers continue pummeling him. Five more deputies quickly arrive, with most of them joining in the attack, while another attends to the horse.

KNBC reported that Pusok lay on the ground for approximately 45 minutes, without receiving medical attention. He was later hospitalized. The nature of his injuries has not been revealed. Two of the deputies were treated for dehydration, while a third was allegedly kicked by the horse.

Abdullah, who wasn't in the store at the time of the raid, says he assumed employees were responsible.

"I thought the workers, it was the workers," he said. "They're stealing it."
