I remember while I lived in London there was a report that a couple of people were holding a train station attendant at gun point, no idea why, just that they were. Police were dispatched but never showed. After an hour of watching via surveillance, the people got on the next train and disappeared. Besides the fact that bobbys are ******* useless, the train station they were at serviced trains that ran by themselves. Why was that train never stopped?
Hell I remember playing tourist one weekend when my buddies came to visit. We were walking the city and came across some fuzz. We asked for a picture and just started BS'ing with them. We asked how often they arrest people and they said "not often, we don't like doing paperwork".
You so much as look at a NYC cop wrong you get arrested. We were taking pictures with these guys like they were characters at Disney land.
Who's taking bets on how long before they plunge themselves back into the dark ages?

I'm only partly kidding.
Here in the states, one of the many assistance programs gives anyone under a certain income level a free cell phone with 250 minutes a month. What's worse is that the government isn't even contracting directly with the network carriers; they're paying out to third-party service providers (the same ones who sell cheap prepaid phones at petrol stations and discount stores) who are, in turn, taking a cut of the money and charging the people getting the free phones exorbitant rates for "additional" services such as text messaging, ringtones, games, information services, etc. Why not? They've already got a captive (and fiscally irresponsible) userbase.

There was another quote, I think linked to in this thread, about some of the Asian (Turkish Kurds, as I recall) communities that banded together to defend their homes and stores. One of them said you don't see their children doing this because they are taught to work hard to earn the money to buy things - not to steal them - and that they would be deterred due to the shame of their families.

The government hasn't done the right things !!! Crap answer, there are plenty of resources for further education, self improvement and apprentice schemes, but they just want an easy lazy life with everything given to them on a plate. They can't be bothered to get off their ***** and earn a living.
Those that have been arrested that were in employment or had good prospects........... just fucked up their lives

Nearly two years after ABC News cameras uncovered young children toiling away in Michigan's blueberry fields, federal investigators have found yet another disturbing example of illegal use of child labor in the berry industry.
Three southwest Washington strawberry growers were fined $73,000 last week after the U.S. Department of Labor found children between the ages of six and 11 working in their strawberries fields in June.
While an exemption in the federal child labor law allows 12- and 13-year-olds to work for unlimited hours on large agricultural operations, children under the age of 12 are strictly prohibited from working under similar conditions.
Andrea Schmitt, an attorney with Columbia Legal Services in Olympia, said that the low wages made by workers in the Northwest berry industry are a key factor driving young kids into the fields. She said that berry pickers, who are usually paid a piece rate instead of an hourly wage, often struggle to make the federal minimum wage of $7.25 per hour.
"Minimum wage laws are not being followed with the adults who are working in this industry. Across the board, we see people making $5 or fewer an hour," said Andrea Schmitt, who provides legal services to low-income families working in berry picking. "People can't make minimum wage by the piece and so if they have another set of little hands adding to the pile of berries, they might be able to make enough to live on."

So…they burn down the employer who wouldn't hire them. And who kept shooing them out for shoplifting last week. They first met the business owner by asking endless questions while their pals they walked in with are tucking choice merchandise into their jackets. And when they showed up for the job interview…they were wearing untied shoes, pants falling down, tats up their arms and on their necks, pick in their unkempt hair while speaking ebonics and showing up an hour late. As the mayor of Philadelphia just said…this makes them look "crazy" and therefore unemployable. I wonder if the scenes in London will become widespread in America before too long. We are already seeing cell phone coordinated flash mobs across the land.

Maybe I am wrong but I doubt corporate allows store folks to carry and brandish weapons. I think they'd immediately get fired if they pulled out a weapon during an armed robbery. At least they'd still be alive. They could make their statements to corporate and then be fired. LOL.
