I've found a PWR brand intercooler, 24x6x3 w/ 2 1/2" openings. Looks like new w/ a bunch of misc. tubing, elbows and connectors out of a civic.

Is $250 a reasonable price? Would I be just as well off with a china cooler and pipes off ebay for a little less? Any opinions regarding PWR intercoolers? They are tube and fin coolers so they are lighter than bar & plate.

PWR has a rep for making solid stuff. Will you tell a difference between the PWR and an Ebay special.....probably not. That sounds like a nice price for a quality fmic though.

Good size for a t3 8psi set up? I figure the piping and elbowsare worth $50 at least. Seems willing to deal too.

T3 8psi is not really going to put much strain on an IC. You'll be ok with nearly anything.
