37 to 44 ft-lbs. for the bolts that attach the sprockets to the cam shaft.

Hmmm, judging by that picture they dont look to have any problems. I would still check just to eliminate that possibility, Especially if the machine shop put them on.

ok car is running at 12* btdc and holding it. the only way the car will get in time is with the cam sensor upside down because when i use it right side up the harness isn't long enough for me to retard the timing far enough to set the timing with a light.
so timing belt is on correctly and the problem is unchanged. My next question is; if everything is on time mechanically would i cause any damage if i drive the car with the sensor like it is? i figure i can find a way to stop the sensor from moving.

this was the belt after i re-installed the cam gears:

Just out of curiosity, which coil is sparking which cylinders ? If the plug wires were swapped , that might make the CAS difficult to get in the right position. Fred B

I'm using the 1.8 firing order 4-1-2-3 the coils are the originals from the 1.6. The Miata being a waste spark system i didn't think it would matter. please explain

Swap the plug wires on to opposite coils . It's not about the firing order but the timing . Swapping the plug wires will change the timing at the CAS by 90" ( I think) allowing you to retime the ignition with the CAS in the correct position .

FREDB you are such an amazing person. you got it! i swapped the cables and it started right up in the correct cas position. I've now swapped the signal wires on the coil pack and am using the 1.8 firing order. The funny thing is i had switched them before during the swap per the FM instructions but after install (with the sensor upside down) the car wouldn't start unless i switched them back. now with the sensor right side up its obvious why it wouldn't get in time correctly. thank you so much for your help!

thanks to everyone who contributed. a few hours on this site saved me a few hundred dollars to get a shop to figure this out for me. heres cats:

Not so amazing.... Pretty sure I've made the same mistake a long time ago before I went direct fire coils. Tough thing is remembering all your old mistakes and how you fixed them ! Cheers , nice cats including the one in the pants.

Yep. That'd do it. Once you started talking about firing order that's where my brain went too. Glad that's been figured out.
