Default Manual boost controller?

1st post! Hey guys, I'm new to the forum and to Mazdaspeeds. I just purchased a 2004 Velocity Red Mazdaspeed MX-5 for $12,000 with 63,000 miles and I have a few questions about some of the mods. Here is a mod list the previous owner e-mailed to me:

-Fresh 60,000 mile maintanence has been performed. New timing belt, new idler and tensioner bearings. fresh coolant, fresh synthetic 10W-30 Pennzoil. (250 dollars)
-New Enkei 16x7 RP-F1's wrapped in fresh Yokohama 205/45/16 S.Drives. (1500 dollars)
-New Flyin Miata full intake system with turbosmart recirculating bypass valve, 3bar manual boost controller and 02 signal modifier (550 dollars)
-New 27x7.5x2.5 Air-to-Air intercooler. (100 dollars)
-New Autometer Ultra-Lite 2 5/8" boost/vacuum gauge. (69 dollars)
-Fresh Flyin Miata suspension system. Tokico 5-way adjustable shocks, Flyin Miata springs, Flyin Miata sway bars, Fat Cat MotoIrsports Shock Mounts. (1000 dollars)
-New Enthuza Exhaust System, 2.5 inch full exhaust system with magnaflow muffler and magnaflow barrel resonator. and 2.5 mandrel bent turbo downpipe. (900 dollars)
-New Hard Dog M2 Sport roll bar with double diagonal support. (475 dollars)
-6000k High Intensity Discharge headlights with phillips bulbs. (100 dollars)
-Velocity red lower side skirts, (350 dollars)

Okay so onto the questions,

1.) Where would the manual boost controller be located?
2.) Where is the O2 signal modifier and what does it do?
3.) (keep in mind this is my first turbo car) What is a downpipe?
4.) How do I know if the ECU has been tuned?
5.) What would you recommend the adjustable shocks be set at on a scale of 1-5?

Also, I've noticed a weird idle. It will idle at 1500 rpm in neutral with the car stopped when the clutch is not pushed in, but when i push the clutch in the idle drops to 900 rpm. And if the car is coasting down a hill in neutral with the clutch not pushed in the idle speed is 900 rpm.

1. Brass thing bolted to front of the valve cover
2. Under the dash, driver side. Spoofs the signal coming from the O2 sensor to help with the stock ECU's idiotic lean behavior.
3. Exhaust pipe that bolts up to the turbo
4. You can't tune the stock ECU. For a fee BEGi will solder a replacement chip in place that can be tuned by them.

Hahaha yes I have been told that and I don't have plans to up the boost very much (if at all) because it is a daily driver. But I just want to know my car and the parts it has.

There are 2 pieces that thread together with a jam nut to keep things locked in place. Loosen the nut and screw together to increase boost, loosen to decrease. There is a fuel cut at 10.5 PSI, unless the PO installed some resistors to defeat it.
