Default Clicking from the VVT turning the engine

Hi,
I'm familiarizing with my first VVT build. It's a BP-VE engine with lower compression pistons, forged rods, etc.
The engine is still on the engine stand, timing belt just mounted.
Now when I turn the engine by the crank bolt, I can hear a clicking noise coming from the VVT two times per turn, and I can feel that the intake cam makes a little click forward.
It's supposed to be normal with the VVT without oil pressure?

The noise can be clearly heard (and barely "seen") at 0.13 and 0.22

With the VVT cover closed it is still there, but less noisy
