The best thing to buy is Tires, either with wheels or without. the second would be suspension. the third would be a pieced together DIY kit. If you dont have to slow down for corners you carry more speed around where ever you are and apear to have more hp as you pass other cars grip and handling are very important more so than HP trust me.

Define good.

?Good = ultra-comfortable on cobblestone roads

?Good = national-level CSP autocross

suspension + alignment + driver education

(if you are 16 and have little money)

Suspension keep stock springs (you do not loose suspension travel) and pick up some KYB AGX from Fleaby

Alignment you can start with one of the ones on m.net, icehawk was what i used on my old greddy (you change it as you learn number 3

Find you local SCCA and autoX with them. You will learn a lot and find that HP is not the only way to be fast. Plus they will have driving clinics through out the season

if you're 16, get some miles under your belt before you start worrying about more power. Focus on maintenance first and like pitlab said, go to some autocrosses.
