Been pulled over three times here w/o a plate in different counties, but still......
Once on the way to the track towing a trailer of tires and in full number and race trim....(Warning)
Once on the way to Wag's house on the back roads, in street trim.....(Warning)
And once following Dad in his Noble M400 w/ no front plate....Guess who got pulled over. Got off with a warning because Dad pulled over w/ me and it would have not looked good with the profiling charge we were working up.
Have now since resorted to sportin' the plate in the windshield, and you can't see **** for plate #'s; but haven't even been glanced at for over 8 months now.
Sucks to hear about the hill country.
There are several options out there and Brain's looks great in IMO.
Blackroadster has done one that would be good with some refinements.

I have run w/o a front plate ever since I bought my car. I keep the plate in the car, and have been pulled over several times without a problem. I was asked once, but he let me go. I am of the mindset that I'd rather pay a fine for it then actually drill into my front bumper.

Texas has a loop hole in the law that basically states you are not required to have a front plate if it means drilling into the bumper therefore "depreciating" the value of the car.
My bumper is no longer a stock bumper in their eyes, but a few more holes sure won't hurt the value either. So, I can't stand behind that one.
Besides, the man (or women) behind the shield has the final say anyways.

I was told once that WI had a similar law, but the state trooper that pulled me over specifically for no front plate said otherwise.

That's kind of my view of it really. My car is/was a PA car at time of purchase (no front plate). My car's value depreciates if I drill into the bumper on the car, and that is the argument I planned on taking to court should they ticket me. However, 2 years later no ticket yet (knock on wood). I do, however, rock a front plate on my jeep that was purchased in VA.

They would.....
And they sure don't like it when you tell 'em that stop signs in a parking lot are optional. But, I don't make the laws, I just interperet them to my advantage. Doesn't always work......

unless there is an ordinance in the city which enforces traffic laws on private property. I scored a no seatbelt ticket at a mall when I was 16, and it stuck.

In Virginia anything you do in a parking lot that warrants a ticket is automatically reckless driving, no if's and's or but's about it. Being a dick-weed in a parking lot = reckless every time.
