wait, you hear a sound at the headlights themselves? can you open the lights manually with the **** on the top of each motor?
Headlight failures are usually either a fuse issue, a relay issue (the relay is under the dash on a 1.6. I would imagine it's in exactly the same place for a 1.8), or a motor.

And fuse is easy enough to test with a meter.

headlights open with the round ****/manually...just fine, no sticking issues
i'll check the fuse out.
yes, they make a subtle "click" sound at each headlight when the headlight door switch is pressed.
