Default Whining sound

Recently my car has been making a loud whining sound right after I start it. It gets louder as i rev it but it then stops after about 20 seconds until I shut my car off then start it again later. Also it seems to happen more when it's raining, and the only time it happens while driving is when it's wet outside and I let the idle get really low, like 500 rpms. Anyone else have something like this?
I have a recording I'll postlater tonight.
Thanks

Have you opened the hood to see where the noise is coming from? Have you checked your blinker fluid?

It sounds like it's coming from closer to the trans than under the hood, and by the time I get out to look under the hood it's gone.

You sure it isn't your belts getting wet?
