That same thing happened to my girlfriend's grandpa last year. No amount of doctors could figure out what happened to him, but he was manic and could not speak. It would just come out jibberish like that. He could write fine, but when he tried to speak it would make no sense.
He spent a month in the Psych ward at the hospital and it went away. As far as they could tell he hadn't had a stroke or seizure. No idea what happened to the disconnect between his brain and his mouth.

Nah, she's fine... just a momentary lapse of retardation. Maybe Usher was trying to make throat babies with her.
