Default Selling on Ebay - advice?

I sold my old cell phone on Ebay, and somebody won the auction on Monday evening. I immediately printed the shipping label so that I could drop it in any mailbox as soon as I got paid for the phone. I still have not been paid for the phone, and the winning bidder has zero feedback. I am starting to suspect I will never hear from him.

How long do I have to wait before I re-list the phone? It is a Galaxy S4, so its value is dropping fast as new phones are announced and released.

Oh, and buyer's join date on ebay is about 3 days before my auction started.

send him reminder, per the rules, then cancel the sale and put a strike on his record. then re-list

I required immediate payment for a buy-it-now purchase, but he won it by auction. I don't think I specified anything for that.

He put the minimum bid on it 2 days into a 7-day auction, which killed the BIN option. Nobody else bid on it for the rest of the auction, and now he is not paying. I just want to get rid of this phone for the market rate ASAP before that rate drops any further.

Well, per 18psi's suggestion, I sent another invoice and a note saying I would cancel if I wasn't paid by noon tomorrow. I probably won't actually wait that long.

The 32gb ones were going for anywhere from $400 to $500 when I listed mine a week ago.

Their new setup had me fucked up the other day. I didn't realize an invoice had to be sent before the transaction could be finalized and they could pay. I was wondering what was taking people so long to pay me.
