If that guy blew his horns around me I would knock them off his ******* car. Let him call the cops on me. I'd claim ear damage, sue him, and watch him get a huge ticket (since they are probably illegal).
FWIW, we got pulled for having blue LEDs on our washer nozzles close to the GAP. No, I didn't install them - they were on the car when we bought it a few weeks before.
