Default MS circuit help required

Anyone with a pcb v3 measure at gnd and 5v in proto area, tell me if that should be open or closed circuit?

meaningless if you're talking about measuring impedance (ohms). unless you measure 0 ohms which is a problem.

it should measure 5V when powered though.

I found the problem, and yes it was measuring at 0 as a completely closed circuit with no resistance. Finally found my issue causing my 5volt reg to blow up and polyfuse to work correctly and disconnect the circuit.

c26 and c29 cap legs were jumper together by some solder.
