Default Boost Table - How to get it close to perfect

I've been experimenting with the numbers in my boost table for a few months now. I've adjusted the rpms to suit where I want the boost to max out and hold and set my overboost protection to 185KPa.
One minute i think I've mastered it with a WOT pull in 3rd to 6500rpms getting it to 11psi at 3800ppms and holding a lovely steady 11psi to the 6500rpms. Then the next day I go out and it hits overboost fuel cut at 4000rpms and throws me against the windscreen.
So, Im learning every day which is good. My question is...........

I've come to the conclusion that I cant get max 11psi on a WOT pull in 2nd gear for example and think "yes nailed it" as those figures on a 3rd gear WOT pull throw me through the windscreen. So I've got to set a lower max PSI target for a WOT pull in 2nd gear of say 8psi, to enable a WOT pull in 4th to hit 11psi and not boost cut with the same boost table numbers?? Am I on the right train of thought?
