Default Insulator needed for TIP120 or just for boost controller?

It's a little unclear in the FAQ, is the insulator necessary between the component and heatsink just for EBC or also for the TIP120 for IAC?

The Conservative Engineers' Guide to Mounting TO-220 Packages:

1: Look at Part.

2: Is tab made of metal?
Y = Use insulator and grease.
N = Use grease only.

Your idle valve wont work right without the insulator. I know from experience.
