I bought them from seller clean-injection on ebay...

...all of their injectors are new. The ones I have look new. They did not come with flow charts.

Most likely rebuilt then, still a decent price though. I got lucky with my rebuilt 550s on the rx7 forums and snagged them for $65 shipped.
