Default Question about Valves on head.

Two valves are up, and I noticed the other two are slightly opened. I can stick my nail in it when the others are nicely shut. Is this normal? I thought while two are open, the other two are closed. Is this normal?

Valve overlap is the term used to describe that transition at the end of the exhaust stroke and begining of the intake stroke where both valves are open for a moment. If the cams arn't in the head I'd worry.
