That cable on the rear is for remote adjustment of the damping. They are sold in pairs so one is missing. My wife's RX-8 had BCs on it when we bought it, without the cable adjuster you would have to remove the interior of the trunk to access things when you wanted to make an adjustment. It fits over the **** at the top of the damper and is held in place with an Allen screw (can't remember for sure if they use one or two).

Outside of the obvious dirt, I don't see anything that would lead you to say they were "beat up." It doesn't really matter how long the guy had them, you need to know the mileage (and what sort of driving he did) to get an idea of the condition of the shocks.

Well I bought a set of Stance from a member on CR that looked much better in my opinion

600 is pretty average for that setup, the threads look in good shape. Like ACiFiC said, they basically are all the same. As far as drifting, they work well. I have more friends that run them on their missiles then any other brand. My roommate has them on this RX8 and they perform really well. Also what spring rate are they? That can make a big difference.

As far as painting your car, whats the point? Unless you are doing it yourself with spray bomb it is a waste. If you plan to drift it, be prepared to crash it. Plus the debris alone from drifting will tear your brand new paint. Spend the cash on useful parts or drift spares.
