I think the issue is Mexican trucks are not kept to the same safety standers as trucks in the US/Canada.

This is very true many of the Mexican trucks were once American trucks that were sold for scrap after they have a few million miles on them. A trip to Laredo Texas a few years back and looking at some of the Mexican trucks was downright scary. Frame fasteners broken off missing watching things on the chassis move that shouldn’t. Brake components that were non operable etc. Mexico enforces safety regulations like Libertarians want to do in this country.

And as far as drugs go it isn’t so much the recreational drugs that are the issue it is the drugs the truck drivers take in order to drive non stop. US Has laws to help prevent amphetamine powered truck drivers Mexico not so much.

Don't erect a strawman regarding libertarians. The owners of the highways have the right to enforce their safety rules regarding vehicles on their highways. In this case, the gov't owns the highways.
