Fun fact:

If you choose to live in a rural area, you gain many qualities of life. Peace, quiet, and easy access to game animals are among them.

You also sacrifice access to many amenities considered common by urbanites. Good sushi, close proximity to museums and parks, and broadband internet access are among them.

Cars are obviously the problem. There is no legal guarantee of personal ownership of automobiles. Car-free zones and maybe even confiscation of cars would solve the problem. It worked for stabbings.
