I am only commenting on the statement that state and local government is a significant drag on economic growth. I am not making a value judgment (i.e. "reduced Federal, state and local government spending slowing GDP growth is a good/bad thing") only what is.
From the BEA 4Q2011 GDP release
The increase in real GDP in the fourth quarter reflected positive contributions from private inventory investment, personal consumption expenditures (PCE), exports, nonresidential fixed investment, and residential fixed investment that were partly offset by negative contributions from federal government spending and state and local government spending. Imports, which are a subtraction in the calculation of GDP, increased.

The acceleration in real GDP in the fourth quarter primarily reflected an upturn in private inventory investment and accelerations in PCE and in residential fixed investment that were partly offset by a deceleration in nonresidential fixed investment, a downturn in federal government spending, an acceleration in imports, and a larger decrease in state and local government spending

One doesn't need to look to Japan to see the fiscal effects of spending more money than they take in. This economic "phenomena" works at all levels, from family to country. Luckily for us, the U.S. uses REALLY creative accounting methods coupled with a REALLY BIG printer in their basement and Harry Reid's crafty refusal to adopt a budget. Sickening.

As has been said for many years (including Bush), our government has a SPENDING problem. To bring sanity back to our budget would do nothing but help our economy.

I completely understand why you would feel this way, but this is a basic misunderstanding of the monetary system in the USA, primarily as related to sectoral balances.

The analogy of a household budget (currency user) with the Federal government's (currency issuer) is flawed at its core. While running a current account deficit, either the government sector or the private sector can be net savers - not both.

It's like all countries trying to run a trade surplus. It does not work, mathematically.

This is a very basic introduction to the realities of the US monetary system if you are interested in more than CNBC/Fox News level soundbites and WSJ/NYT editorial commentary.
