In going into the middle east in the first place there wasn't backing from most of the world thus the participants are responsible for the costs of doing so. If the participants so choose they are in a situation to plunder the countries they are in but that won't make devising a clean exit strategy any easier. While one group may intend to do the bulk of the work going in they likely did so knowingly and should simply refuse if they don't want to absorb incurred costs and losses. When in a situation like Lybia arises where the citizens are asking for help, if there is to be repayment they would be in the position to make it though likely in a symbolic nature. Any savvy (if not loose on ethics) business person can make a killing from turmoil and the people running the large industries involved got their share and their company's share. The government buying these goods then choosing to gift them away (if that is the case) loses on behalf of the citizenry but not the economy. It's complicated. He has filed for bankruptcy for more than one of his entities. Many reports show his net worth under $1b but he always refutes those claims and calls such people liars...followed by claiming his worth is billions more. I wouldn't say he has "rebuilt" his wealth.
