Boost spike
I get on it, boost spikes to around 8psi, runs lean (almost 13.0), as the pressure drops everything normalizes to 5psi (10.5-11.0). Have to keep my foot out of it to keep from running lean.
Can I just adjust the wastegate preload to fix this?

How can you have a stock downpipe on a turbocharged NA?
Anyway, best advice is to try reducing the pre-load on the actuator and see if it helps. It seems to control fine after it finally cracks open. Where is your boost source for the wastegate signal?

Stock downpipe as in the one that came with the greddy kit. Sorry lol.
Source is the stock line from the turbo outlet. I had it on the intake manifold and found out that was bad, since you could be at part throttle and getting 5psi but the turbo is pushing 20psi to get that 5 in the manifold. Had that for about a week, I knew something was wrong when the turbo was louder at part throttle.
I know I need to get my source from the intake plumbing right after the intercooler. That will be in due time.
