I disconnected the F/IC and its o2 sensor tap, removed a bit of insulation on the o2 sensor wire and sensor ground coming from the sensor, started the car, measured the voltage... bouncing. Measured it at the ECU... bouncing. Put the o2 tap on... bouncing. Hooked up the F/IC... bouncing. Put the resistor in... still bouncing. It all works now, there's no more CEL and the power delivery under 4k is much smoother. The only thing I can think of that might be different is there might have been a weak connection in the wiring before. Whatever, it works.

I know this is a really old thread, but what resistor did you end up using? 10k?
