Default Low Boost Toubleshooting

Hi,
I have a 96 With a Link piggyback and a chinaturbo.
Last week I started the car up like normal and after driving realized that I could only boost to around 4psi.
I Normally make 8psi and I had not changed anything with the car. It acts normal until 4psi where it acts like that is the limit and the power curve goes flat. (at about 4500rpm at WOT)
I assumed it was a vaccum leak but I cannot find any leak and my idle is fine...
After reading past posts I think it could be a fuel pressure issue.
My other thought is spark blowout.
Does anyone have any experience with this or know anything else that might be causing the low psi?

If this is a repost I would love a link since I have already searched.

WG or WG actuator is loose or you have a boost leak.

Or your turbo is falling off.

maybe the turbo studs has loosen and therefore a slight leak.
