Do I need a rebuild kit if the shaft wobble in my 16g is about 3mm?

push the wheel towards the housing and rotate....if you can make contact in any sort of configuration of pushing in one direction and spinning, then worry.

it looks like it might be touching but i can't hear/feel it touching anywhere, if i do a rebuild i think i'll use this
