Default 20 psi of fuel pressure not good?

I just put in my fuel pressure gauge and it's reading 20 psi. That's way low right? The fuel pump is pretty new. Do you think it's my filter? It seams that 13 psi of boost just keeps getting father and farther away. To top it all off my clutch slipped last night.
