need turbo but cheap

This is really a shot in the dark, but I have a 1995 1.8L and engine, transmission, exhaust, all stock. I really want to get a turbo because i feel really slow but I dont really have 4K just laying around. NO i dont know how to weld.
With that information, what are all the parts I need and can i even get that under 2.5K?
only shooting for like 8psi at most because its my daily.
