Needing help identifying part

Hey guys, did a search and couldn't find what part under the throttle body is, looks like some sort of idle control valve, takes in fresh air from the intake and goes behind the throttle plate then to engine, am I correct? I got some pics.. its the thicker black hose behind the BOV...

The previous owner made a long ass line reaching to the hot side of the intercooler piping via a compression fitting. I looked at other user's build and did not see something like this. Did they just hide it better? Would there be any ill effects if I routed this line to the cold side?

Thanks!

idle control valve

Yup, ICV. For a boosted app, you can mount it anywhere post-compressor and pre-TB.

EDIT - Or leave it open and put a filter on it, like I do. Slightly controversial as some say it leaks in boost.

Thats what I figured, does it matter on where it gets its air from? ie the hotside vs cold side of piping.
I guess the way the previous owner routed it threw me off, when he could have routed to the cold side piping which was very close to the ICV instead of making a long ass line to the intake outlet pipe.

edit::Just saw your post, kotomile. You guys are just too quick.
Thanks for taking it easy on me boys. :)
