Ok so new info, I got the arm off and the flapper does open all the way. So does this mean the actuator is bad?

Low psi and stock internal wg could do it.

I'm sorry I thought I posted that I did do that. First I tested the actuator by using a compressor, then I removed the arm and the wastegate opened freely. Drove it without the arm on and yea no overboosting. When I put air to the actuator I could hear and feel air looking through it.

Did you replace your actuator yet? If so where did you source it and what final psi did you end up running?

Top actuator is the stock poop one. Bottom one is a 10 psi actuator that the previous owner of the turbo gave me when I bought it.

Taddaaaa.
Easiest way to get the 10 psi actuator to work with how the turbo is clocked. I am actually running 14 psi with a mbc right now.
