Used Greddy kit - No vacuum

So I picked up a used Greddy kit last summer and am finally installing it. I have everything bolted up to test out the mechanicals before I do anything with fuel or tuning and have run in to a snag. I have no vacuum. At least not from the turbo. If I disconnect the intercooler piping and the gauge off the throttle body I get plenty, but I get nothing from the turbo end with everything hooked up. Nothing. Not a wiggle on the gauge.

I am wondering if the turbo could be crap and causing a huge restriction? It does spin, though with a low idle it did stop spinning once, but a blip of the throttle had it twirling ok. No serious shaft play (once it was oiled up....). I disconnected the intercooler hose and revved to about 3K and thought the flow seemed weak, but that is very subjective.......

Other factors: The manifold was cracked. I welded it. I doubt it will hold long, but I don't think it's leaking yet. Plenty of flow from the exhaust. Some small boost leaks still, but no gaping holes. Good airflow through the intercooler and all piping.

*edit* I put this in DIY, because A: this kit is fairly modified (intercooler, EMB, BOV) B: It's well used which is almost as complicated as DIY and C: If things are broken beyond repair I will be looking for advice on DIY, which should have been my route to start with.

Wait, you said you get vac in the intake manifold. Whats the problem?

I sure hope your turbo doesnt produce vacuum...

Ugh. This is why you don't work on your car all day long until you're exhausted, THEN try to solve problems. It was a long series of trouble shooting that lead me down that path. I took a wrong turn somewhere....

I get good vacuum from the manifold, where I should. Everything is fine. Please let this very sad post drop off the main page so my shame can go with it. :-(
