VICS Vacuum reservoir/canister?

Finally getting down to fixing little things on my car and today the little thing is VICS.

I know I need a vacuum solenoid, but I'm confused on where to get the vacuum feed from. I've read the 99 manifold has a built in vacuum reservoir. Is it actually an external part or is it cast into the actual manifold? If it is cast in is that what I'm sticking my finger into in this picture? If this is how to access the vacuum reservoir, how do I hook a line up to this?

I've looked everywhere and found the green/white check valve but that line runs from the front near the throttle body back into the manifold next to the fuel rail halfway down on a little port next to a pressed in cap, but no vacuum canister leading me to believe it's correctly routed to an internal reservoir. Sticking my finger in this port with the engine running I don't feel any vacuum or pressure though.

Any help greatly appreciated as it's quite frustrating to see a post saying just route the vacuum to one side and the other to the VICS butterfly pot but I don't have a vacuum source.

Got around to the local self pull junkyard and got a handful of vacuum solenoids and 8 internally rotating air vents from a jeep commander for a steal. Still need to figure out if the vacuum reservoir is a removable component or is cast inside the manifold and I just haven't found the right port yet.
