ISCV/IACV only open at 100% duty cycle

Dear all,

I have a VVT swapped Na with lots of problems.
Todays problem is that mine ISCV/IACV only opens at 100% Duty cycle.
it is like a on off button. Im running it with MS3 511Hz.
Is it bad or is it programmed wrong......
