Default 1.8NB in NA8

I read Savington's post about putting a VVT engine in a NA8. Seeing as how I cannot use the stock NA8 ECU, which ECU should I use to piggy back on the stock ECU? If possible. I would still want my car to pass Texas Inspection which uses OBD2.

EDIT: I may be confused...are the NB 1.8 (1999-2000) VVT or not?

EDIT 2: yup, i'm an idiot. 1999-2000 are not VVT model engines. Figured it out by looking at the head cover. non-vvt head covers are symmetrical pretty much while VVT aren't
