i was wondering if any one knew wher i could get an adjustable fuel regulator for a 92 mazda miata also is the fuel line comeing out of the regulator the fuel return line

Stop fucking with your fuel system. You don't even know enough to be dangerous and you're trying to screw with it? Just stop.
