7 volts at fuel pump?

Default 7 volts at fuel pump?

My car has been sitting for 8-9 months but ran great when parked. It's been stored inside and out of weather. I removed the ecu as I was going to megasquirt but my plans have changed. My car is a 91 1.6. I did remove the stock tps with a variable one and replaced the o2 sensor with a wideband sensor. The wideband is a mtxl. From my understanding I can use the wideband sensor I just have to use the brown wire from the mtxl harness which is a narrow band signal. So I checked fuel pump relay and harness as per all-data testing, all good.

Also tested the vaf or maf depending who you talk too for continuity and it also passes the test. I can't understand why I only have 7volts to my fuel pump. I pulled the pump and jumped it with 12volts and the pump is indeed good. So anyone have a clue why I am only seeing 7 volts? I read that the cas, vaf, and o2 signal feed the fuel pump unless I read it wrong. Any help or direction so I can get my car running again would be appreciated.

Check for resistance on the ground side.
