EGR solenoid - bogging issue

The car is bucking or bogging. Heard the solenoid can be the issue. I bypassed the solenoid and the issue went away. I then replaced the solenoid and undid the bypass, and the issue returned. Thinking that it's an EGR issue instead, I unplugged the EGR harness. The issue remained. I plugged the EGR back in and bypassed the newly replaced solenoid and the issue went away.
Is there another issue that I'm missing? And is it ok to drive with the solenoid bypassed?

IM and corresponding ports had been cleaned recently. The vacuum hose that goes from the boost solenoid to the IM had been routed to the upper nipple long ago. I took apart the EGR sensor and cleaned it out thoroughly and nothing was stuck, etc. Put everything back together as it should, and the bog remains. Is the boost sensor itself having a problem?
