Default iac sucking air while supposedly closed

I am still trying to set up idle appropriately. On MS1 in tuner studio. I set the idle to warmup only and the idle frequency (both upper and lower to 18). This should close the valve, but it is still sucking air. I can put my finger in the valve air inlet and it sucks my finger. Shouldnt it be closed?

I also tried using less Dc 10, 12, 16, 19 the valve still sucks air. Is the valve shot??

I took the iac out and now I understand why it still sucks air during idle. I did plug an extra iac to the harness of the car while the car was running and found it that fully closed was between 12-13 dc on a 1.6 fyi
