So i had my timing belt changed and my car is running richer by about 1 point at cruise. Was running at 15 afr in cruise, now at 13.7-14 but it's also possible it might be from the cold weather (tuning issue). Car also feels a bit slower but that could be in my head. The vacuum is average though during cruise. 50-60kpa at 50mph.

Any ideas?

I'd love to pull the valve cover and the front cover to check but the weather is rather brutal. 20F today.

I just had this happen to me after my friend did the belt for me. I was in the middle of tuning anyhow so wasn't able to tell if the AFR was off since it was off anyway. Ended up taking the car to the dyno without knowing the timing was off. Lost about 15HP and 8TQ but what really through me off was the torque line was all jittery and spiking. I was like WTF? Then put two and two together, went home and pulled valve cover and found the problem. Intake advanced one tooth, exhaust retarded one tooth.

You must turn the engine over by hand two revs after aligning the belt and make sure you end up with everything lined up again.

Was able to get the valve cover off today. Bunch of crap loose.. boost sensor thats on the left of the car wasnt plugged in, coil pack is loose with 1 bolt halfway tightened...

I count 21 teeth on the belt between the gears.

I'm fairly positive you should have 19 teeth between the alignment dots... not 21.
The best thing to do would be to pull off the upper timing belt cover and get both gears lined up with the backing plate.

Also, it's been recommended to me that I slice off the plastic lip on the top of the upper timing belt cover... so it can be easily removed without taking the valve cover off.

Next time I have the valve cover off, I'm going to do that.

For cali its great but i'm stuck here in the rust belt so the weather is much rougher on the parts.
