Default Fuel flow issue. Chugging sound.

Fellas, I have kind of an odd issue that I'm hoping you can help me address. Essentially, when my fuel pump is running, the fuel "chugs" through the lines violently shakes all my fuel hardware in doing so.




Background info:
I am assembling my turbo setup and all of the supporting mods. I have an external FPR, big fuel rail, and some hoses connecting it all. It is arranged like this:



The fuel flows from the "Fuel In" hard line, through some hose, then into the front of the fuel rail, out the back of the fuel rail, through some hose, into the FPR, out of the FPR, and then back into the "Fuel Return" hard line.







I encountered the problem when I was trying to drain the gasoline in my fuel tank so that I could prep for E85. I rigged up a push button so that I could make my pump run as needed, and I unplugged the hose going to the return. I push the button and the gasoline flows in from the tank, through all my fuel lines, etc., and into the gas can. It was arranged like so:



With that setup, the fuel surged and chugged through the lines. I made a video that illustrates the problem:


The "clink" sound you hear is the gauge needle on the fuel pressure gauge on the FPR as it bounces up and down.







At that point I suspected that there was something in the line that was problematic but I also wanted to rule out the possibility of the pump itself being problematic, so I hooked it up like this:



With that setup, I bypassed all of my nifty new fuel hardware and just straight from the "Fuel In" hard line to the gas can and it flowed perfectly fine, as you can hear it purr in this video:






So, clearly there is a problem with one of the components or something but the pump itself works just fine. Any thoughts?

Also, I plugged the spot on the aftermarket fuel rail where the factory FPR goes, so it's not like I have two FPRs hooked up or anything like that.
