Default NA electrical issue (tach and light switch)

Recently purchased and rebuilt a 95 m that I am turning into a track toy. After putting it all back together, i hooked up that battery and hoped the last three months weren't a waste. The car started (woohooo), I set the timing then as I jumped in to set the rings I noticed a problem with the instrument cluster that left me dead in the water.

The issue.
-Everything works as it should with the headlights off
-However when I turn the headlights on the tach jumps to 5k or 7k (engine remains at idle), the gauge illumination lights don't work and the left and right turn indicator remain on. The headlights (high and low) tail lights and brake light all work correctly. The problem seems to be between the light switch and tach. Also the gauges are not lit.

I have checked all the fuses, rechecked the ground under the brake booster and the throttle body. Both connectors to the instrument cluster are fully inserted, along with the hazard/retractor buttons and the instrument cluster dimmer connector. The two copper traces on the back of the instrument cluster seem to be in good condition.

Any input would be greatly appreciated, I am mechanically minded... Not electrically
