Default Spark issues?

So i didn't know where to throw this topic so i put it in here. here's the deal i recently swapped all of my 95 miata parts onto my 91 miata frame, i have everything figured out except for the spark problem. I've checked all my fuses, relays, i have power going to the blue wire on the coil pack and i got .29 volts going to the brown and brown/yellow wire on the coil pack in the on and starting postion. All my grounds are good. I cleaned my ignition switch, i know my CAS is bad but today i swapped it out with a good CAS from my friend and i still didn't have spark. Does anybody know if your supposed to have only .29volts for the brown wires on the coil pack, i know they go straight to the ecu. Or could it be that my coil pack is fried. I do have new plugs and my plug wires were in specs for resistance. Also my car does not have the black/white wire to the coil pack since its one of the weird miatas inbetween 95 and 96 so it didn't go directly from the coil pack to the tach. Any input is much appreciated..
