Actually photos was posted by an BMW HK forum member, which just happens to live in one of those flats.

Its was an usual monthly gathering, which turned out barcade by "Race Squad Cops", just comes to show how ppl in HK appreciates cute cars.

You are correct in a sense, the Cops was actually giving us alternative locations for meets.
