Sounds like you have a restrictor in the line. That turbo might even have a restrictor built in already. I don't know my SC model turbo's though.

I am going to put it together and cross my fingers. I've been getting mixed opinions, so I am just going to go the cheap (initially) route.
Hoping I don't have an issue...it's literally the thinking of "What I don't know won't hurt me". I don't know for sure it is out of balance....... |
Did you mark the wheel and shaft before pulling it apart?
Some turbo's are supposedly balanced differently. Such as the compressor wheel and turbine are balanced separately then as a rotating assembly. Then there's this: http://www.gpopshop.com/balancing.html Turbo Balancing We are frequently asked by customers who purchase our rebuild kits if the turbo will need to be rebalanced after they complete the rebuild. You will not need to have your turbo rebalanced if the following applies: -Neither of the wheels (compressor and/or turbine) have touched or rubbed the housings -There are no worn, chipped, or bent fins on either of the wheels -You were careful to mark the position of the wheels in relationship to each other prior to disassembly and rebuilding, and then realigned these marks upon reassembly |

I ignored it:nono: I believe these parts were balanced seperately. |
Plenty of people on this forum rebuild their own turbos and never balance them and they don't have problems. You will most likely be just fine, though most of the people doing this don't run 20-30 psi either. We'll find out soon enough.

When I spin it up to 12 psi, I am sure there will be some tell tell signs that something is wrong....or maybe there won't. I'm not sure. |
