Aircraft stripper.

Brush it on with a paint brush (buy liquid, not spray-can) and let it soak for 30-40 minutes, then wipe the liner away with a cloth.

I think the active ingredient you're looking for is "methylene chloride"

I'd recommend a well ventilated area / respirator and gloves.

I can't imagine a heavy duty grinder with a 6" twisted wire wheel wouldn't remove rhino liner in 15 minutes per side. That said, if someone rhino-lined it I would suspect there is filler and rust underneath and the rhino-liner covered a multitude of ills.

So i decided to keep the car, well it isnt selling or having much interest so im just going to keep it and fix it up. im going to try jeffs idea and see what happens. should i attempt the rear bumper with that method or just find a cheap replacement.

test patch somewhere on the inboard side of the bumper, set a small folded cloth on a part of the bumper, let it sit for 30 seconds, then take a dental pick and scrape across the spot. If it doesn't dig/gouge into the plastic any easier in your small test spot vs. an untested spot, try again for 5 minutes, 20 minutes, then for another 35 minutes to get a full hour out of your test spot. If you've still got the same consistency as your control location at an hour, then you're good to go. If at any point the plastic becomes softer, immediately clean the area with something like acetone or mineral spirits and pray that the aircraft stripper doesn't have a catalytic effect.

i think im just going to save the trouble and pick up a new bumper cover, and worry about the rhino linear on the metal parts of the car. going to see how much i can get a gallon of tal-strip for tonight.
