In Australia, there's no way in hell something like this would be allowed on the road and any police officer would pull them over immediately and seize the vehicle.
All vehicles that travel on our roads are SUPPOSED to meet our roadworthy and safety standards and any modifications are SUPPOSED to be certified accordingly (structural changes must meet safety standards which usually involves actual crash testing for new products).

in the US, are vehicles such as these illegal or does the US have far less scrutiny over them?
Or, do police generally turn a blind eye to this since there's plenty of other serious shit they need to deal with?

All cars in the US, including specially- constructed vehicles (kit cars, homebrews, Exocets, etc), have to meet certain standards for safety, lighting, emissions, etc. These rules are set individually by each state, and vary from state to state.

That said, the chariot shown above only has three wheels. As such, it would be considered a motorcycle rather than an automobile in most states, which would make it exempt from most regulations aside from some basic stuff like lighting and placement of registration tags.

That's a trike, meaning it's legally a motorcycle. There are states that have mandatory safety inspections for cars (mostly on the east coast), but if you get on a motorcycle then pretty much nobody cares. :)

It's my personal opinion that anybody who will drive in the slow lane should be exempt from just about everything. I could honestly give a shit less if a guy wants to drive a car made out of adobe clay as long as he's over there.

And we're not the first crew to spot that guy... it's registered as a motorcycle in North Carolina although that picture screams "California" to me, so maybe he was on vacation. Other than that, I found surprisingly little info on it. I found a few shots of the rear and it looks like there's enough overhang behind the rear wheels that it could be a VW pan underneath. There's no radiator up front.

Too bad something like this would be immediately seized by the police in Australia for being too fucking awesome (in the name of safety, of course).

We have stuff like ^ over here on the roads, people do go through the efforts to get them certified and if they conform to existing requirements there's usually no problems but that chariot example would never "fly" down here, the front outstretched leg of the horse alone would make it illegal from a safety standpoint.

We are sometimes referred to as "The Land of the Free" but other times we are just "Northern Mexico".

Yes, if you let people ride motorcycles or mopeds or scooters on your public roads then you really don't have much in the way of safety standards anyway so let the horses run.
